This is usually a temporary measure to give the agencies time to investigate suspects' backgrounds without the fear that they'll commit a criminal act or flee their jurisdiction.

Allowing detention without trial helps combat terrorism and is favored by a country's Patriots as a tough security-boosting measure. However, it's derided by liberals as a violation of justice and human rights.
