This is an expensive system to set up and, unless the nation has a lot of heavy Car Usage, the money it brings in may not cover the expenses required. Regardless, the Environmentalists like road pricing, especially as it cuts down on Car Usage. However, Motorists don't like having to pay extra for using major road networks and, because a burden of the tax comes from people in cities, heavy pricing will harm the nation's GDP.
